First wounded on NATO territory by Russian drone crash

On Thursday night, a Russian drone crashed into a residential neighborhood in the Romanian city of Galați, near the border with Ukraine. In the process, two people suffered minor injuries and an apartment building was severely damaged. A fire started after the impact and dozens of residents had to be evacuated. The incident is notable because it's the first time a Russian drone has caused casualties on the territory of a NATO and EU Member State.

According to the Romanian Defense Ministry, the drone entered the airspace and then crashed into the roof of the building. The injured were able to be cared for at the scene. Romania immediately responded by launching F-16 fighter jets and spoke of a serious escalation. The country shares a 650-kilometer border with Ukraine and has faced Russian drones in its airspace 28 times since Russian attacks on Ukrainian ports on the Danube River began. Never before had they been impacted in a densely populated area.

"Defending every inch"

NATO was quick to respond, stressing its solidarity with Romania. Secretary General Mark Rutte said the alliance stands ready to defend "every inch" of its territory and will step up preparedness against drone threats. The European Union also spoke out sharply. Commission President Ursula von der Leyen called the incident a new border crossing in Russia's war of aggression and announced that a 21st sanctions package against Russia is in preparation.

What were Putin's intentions?

A crucial question remains whether Russia deliberately hit a NATO Member State or if it was a navigational error. Romanian authorities are provisionally assuming the latter scenario. Forensic and military examination of the debris should clarify the type of drone, its flight path and its intended target. The outcome will determine the international response. Russia typically denies involvement in such incidents, often pointing to technical errors or external factors.

How will NATO respond?

While an immediate military counter-reaction is not obvious for now, the incident does have concrete implications. NATO and the EU are strengthening their air defenses, particularly along the eastern border. Romania is also signing a contract for additional anti-drone capabilities within the European SAFE program.
