In April this year, 238 Ukrainian civilians were killed by Russian attacks. This is the highest death toll since July 2025. Another 1,404 people were injured, 18 percent more than a year ago.
The figures come from the United Nations Human Rights Council (UNHRC). Most casualties (96 percent) occurred in areas under Ukrainian control, with casualties in 16 regions and in the capital Kiev. The cities with the most casualties in April were Kherson, Dnipro, Nikopol and Odessa.
Nearly half of the casualties died from long-range missiles and drones that struck cities far from the front lines. Russia continues to carry out attacks on Ukraine's energy supplies, railroads and ports that not only endanger civilians but also aim to disrupt society.
Russia also carried out at least 14 attacks in April on the port of Odesa, 140 kilometers from the front line. The UN points out that such attacks on civilians and civilian targets qualify as war crimes under the law of war.
